Under French EPR regulations, producers not established in France must appoint a French mandataire (Code de l'environnement L.541-10-9-1, created by Law n° 2026-602, Art. 5, effective 10 July 2026). An éco-organisme such as Citeo, Léko or Adelphe is not a mandataire. Membership also requires a SIRET, an EU VAT number and product CN codes — which is why non-French sellers usually join through their mandataire.

Typical household-packaging costs (Léko 2026 tariff): minimum €95 excl. VAT per year; simplified declaration under 20,000 units/year capped at €150 excl. VAT (Barème 2026, p.13). Mandataire fees are separate and quoted by the provider.
